Fin dalle origini, la città si sviluppò a partire da un nucleo centrale che, dal "Piano del Palazzo Reale" - il Palazzo dei Normanni, attuale sede del Parlamento siciliano - arriva fino a Porta Felice, all'estremità opposta del "Cassaro", già via Toledo, l'attuale corso Vittorio Emanuele. Questa strada, che nel passato era il cuore della città, si interseca con la perpendicolare via Maqueda, formando il centro della struttura urbanistica di Palermo.
